Source: Crime and Justice News, February 11, 2009.

"Budget cuts and a bad economy have forced the New York Police Department to shelve a plan for patrolling Ground Zero and scrap its 2010 rookie class, the New York Daily News reports. Police Commissioner Raymond Kelly told a City Council committee there will be no Police Academy class next January - the first time in recent memory an entire class was eliminated. "

"The cut was to meet mandates to trim 1,000 slots, bringing the head count to 34,771, Kelly said. The city will hire a class of 1,600 in July 2010. Police were forced to put "on hold" plans to assign 800 officers to guard Ground Zero and lower Manhattan. 'If you are going to decimate the department, our anti-terror efforts will feel the effects,' said Councilman Peter Vallone".

New York Daily News
