Someone is extorting my clients' websites, what can I do?

My company and my clients are being extorted for £1,000s per month by a turkish individual who repeatedly hacks sites that are of economic importance to my client base. The perpetrater is in Turkey we are based in the UK but he has now enlisted a UK citizen who claims to represent his company. We have his details but nothing seems to be possible.
