Little enforcement of law requiring pool upgrades (San Diego Union-Tribune)

Six months ago, a new federal law began requiring owners of public and semipublic pools to upgrade their drains in an effort to prevent swimmers, especially young children, from drowning. Since then, little has been done to enforce the regulations in San Diego County, where inspectors say they don't have the authority to implement federal law.
