The New York Department of Civil Service has published Advisory Memorandum #09-03, Amendment to Section 243-b Military Law, updating its Advisory Memorandum State Personnel Management Manual Advisory Memorandum #05-05.*

The Advisory Memorandum concerns the rights of members of the United States armed forces who missed application deadlines for civil service examinations due to active military duty [other than active duty for training].

Essentially, individuals ?deprived of the opportunity to compete in such examination due to military service are to be provided with an opportunity to compete, under terms and conditions deemed appropriate by the state department of civil service or municipal commission, by way of a special military make-up examination.

This opportunity is available to individuals ?without regard to whether the candidate is a current New York State [or municipal] employee.?

The text of the Advisory Memorandum is at:http://www.cs.state.ny.us/ssd/Manuals/SPMM/1200Examinations/Advisory%20Memo%2009-03.htm

A PDF version of the Advisory Memorandum is available at:

* N.B. There are ?two? §243-b's set out in the Military Law: The first concerns ?missed examination deadlines due to military service;? the second addresses the ?payment of certain pension contributions by the City of New York.?
