: Legal Pad | LARacial profiling case results in a partial win for black barbers in Moreno Valley

A partial settlement was reached in a civil rights lawsuit filed by a group of Moreno Valley barbers. The settlement requires the state Board of Barbering and Cosmetology to write new policies against racial discrimination.
The defendants -- which include the city of Moreno Valley, its Police Department, and Sheriff Stanley Sniff -- are accused of
targeting black barbershops, conducting searches without a warrant and
violating the barbers' civil rights by conducting searches as if they
were drug raids instead of licensing inspections.
Five of the six businesses inspected had black owners. Police have said
the inspections stemmed from officers noticing that some barbers did
not have licenses and from information about drug sales and gang
activity.
