Locals confused by new law requiring certificate to volunteer in schools (The Bakersfield Californian)

There's concern and confusion countywide about a new law that in July will require non-school employees and volunteers who supervise school-related activities to pass a background check, be fingerprinted and get a special certificate from the state. The bill, signed into law late last year, is meant to protect children, said the author, Assemblywoman Connie Conway, R-Visalia.
