The city of Fort Worth has offered to settle a taser-death lawsuit with local family for $2 million, the largest settlement the city has ever offered in a lawsuit involving death or injury. Michael Patrick Jacobs died in April 2009 after being shocked for 54 seconds by police. Jacobs was unarmed when shocked by officer, and was said to have had a history of mental illness.
