Robert E. Little Jr., former senior associate counsel with the Naval Facilities Engineering Command (NAVFAC), has joined Cohen Seglias Pallas Greenhall & Furman's Philadelphia office as a partner in its federal contracting group, the firm said Thursday.

According to the firm, Little is well-versed in the Federal Acquisition Regulation and its application to government contractors, particularly regarding construction, major systems, base operating services and energy.

As senior associate counsel at NAVFAC, Little served as counsel to the Navy?s Lighterage Program and legal adviser to the Department of Defense's Joint Guam Program Office, among other roles.

"With his diverse background and experience, Bob adds tremendous value to our federal contracting practice, and we look forward to his contributions," Michael H. Payne, chair of Cohen Seglias' federal contracting group said in a press release. "His deep knowledge and familiarity with the Department of Defense coupled with his broad technical background will serve to further strengthen our practice and is a tremendous asset to the range of services we offer clients."

Little will also be involved with FedCon Consulting, a wholly owned subsidiary of the firm that aims to assist federal construction contractors in the bid proposal process and beyond.

The firm started FedCon in April to address the shifting criteria of government agencies in awarding contracts, according to Payne, who serves as executive director of the ancillary business.

The company, which has locations in Philadelphia and New Orleans, includes a 12-member team of Cohen Seglias lawyers, former government contracting officers, project managers and engineers, all of whom review contractors' bid proposals and solicitations and advise the contractors as to how to navigate government regulations and RFP criteria both before and after they are awarded contracts.

According to the firm, Little will advise contractors and prepare proposals for federal procurements.
