Moran on Redistribution & the Income Tax

By Lawrence Solum

ADVERTISEMENTS
Beverly I. Moran (Vanderbilt Law School) has posted Wealth Redistribution and the Income Tax (Howard Law Journal, Forthcoming) on SSRN. Here is the abstract:
This Howard Law Journal article is one of five pieces in a symposium on wealth redistribution and the United States tax system. This article asks how the United States tax system might best stand against increasing income and wealth inequality. The article presents evidence of the increasing trend towards inequality in both income and in wealth that has occurred since the Reagan administration (1981 and 1989) and shows how progressive rates essentially deliver greater public relations than wealth redistribution while the Earned Income Tax Credit is an inappropriate way of providing cash assistance to the working poor. The rest of the article discusses a wealth tax as an alternative wealth redistribution device to either social welfare programs or the federal income tax and its progressive rates and earned income tax.
