"Irony in debate of Kansas death penalty," is Jeanine Koranda's report in today's Wichita Eagle.Lt. Gov. Mark Parkinson helped shepherd through the state's death penalty law in 1994. Eventually, he might be asked to sign a bill to abolish it. That scenario relies on two things: ? The bill must be approved by the House and Senate. A Senate committee opted for further study last week, then changed its mind and decided to send it to the Senate floor for debate that is not yet scheduled. ? Parkinson would have to become governor in time to receive the bill.
