* Will he or won?t he? The first supreme court justices are shortly to be announced and speculation is rife as to whether Jonathan Sumption, QC, will leapfrog a host of judges to become one of them. Sticking our necks out, The Times believes he will not, despite earlier bets to the contrary. All is not lost. One new justice is expected to be the Master of the Rolls, Sir Anthony Clarke ? leaving a vacancy for the top civil judge. The hot tip to replace him is Lord Neuberger of Abbotsbury, who has been sitting lately quite a bit in the Court of Appeal. So there may be another supreme court vacancy. Step forward Justice Sumption?
